Volunteers Needed for Neighborhood Mayo Meadow (MMNA) Crime Prevention
MMNA Citizen Alert Patrol (CAP) is forming. A training and organizational meeting will be held on Thursday night, Sept 22 from 6-8 p.m. at Memorial Baptist Church. The association will provide a light dinner for volunteers at 6:00.
Volunteers agree to drive or walk or jog or bicycle or stroll through the neighborhood and report any suspicious activity.
Citizens receive training and patrol their neighborhoods to watch and protect each other more closely. This gives them more control over security in their neighborhoods. Members of CAP are unique in that they are not police officers or security guards, but concerned citizens who want to do their part to make the neighborhoods as safe as possible.
The application is on the back of your newsletter. The Tulsa Police Dept will do a background check on those interested in participating. The deadline for submitting your application is Sept 15th.

Crime Prevention Tip from the Tulsa Police

Thieves have found a way to break into your vehicle which may go unnoticed for several days. They take valuable information and documents. If you have a GPS unit, they now know what you drive along with where you live. The next step may be a burglary of your residence. Here is how they are doing it: Thieves locate a parked vehicle having something of value inside. They use a punch tool on the passenger side door just below the handle to punch a small, almost unnoticeable hole in the door. They then gain access to the mechanism that unlocks the door. They unlock the door not setting off any alarm or creating any noise. Thieves get inside your vehicle and take electronic valuables. They also take a check or two from the middle of the check book and even will take one or two of your credit cards hoping it goes unnoticed. They then get into your GPS and find out what you have listed for "HOME". They'll leave the GPS in the car to reduce the likelihood that you'll realize that your car has been broken into. Already knowing what you drive, they can check to see if you are home and then break into your residence. These types of break ins are going unnoticed for several days. By the time you've discovered the crime, thieves may have already wiped out your bank account. Remove "HOME" from your GPS. Use a local business instead. Here is a security alarm system that you probably already have and requires no installation. Put your car keys beside your bed at night. If you hear a noise outside your home or hear someone trying to get into your house, just press the panic button for your car. The alarm will be set off, and the horn will continue to sound until either you turn it off or the car battery dies. Next time you come home for the night and you start to put your keys away, test it. It will go off from most everywhere inside your house and will keep honking until your battery runs down or until you reset it with the button on the key fob chain.

Please follow the City’s Dumpster rules: *NO WHOLE TREES OR HUGE LIMBS *Bundles of small limbs OK.* *No cars, no car parts, no major appliances, no refrigerators, air conditioners, no toxic materials, no buildings, parts of buildings, no sheds, no roofing materials* *Do not leave stuff by the dumpster. Earth Month

Every April is Earth Month, and Earth Day is April 22. This yearly anniversary warrants many local festivals and events, among them the Garden Fest at Tulsa Garden Center this weekend and the "Party for the Planet" at the Tulsa Zoo on April 16. However, Earth Day is more than just a month, or a special day, or a single event. Earth Month is a reminder that we are all stewards of the earth, and there are many things we can do individually to make a difference in the place where we live. Neighborhood cleanups make our city shine. Awareness of the causes of pollution in our water and air result in actions which make our city healthier. Creek cleanups and taking steps to reduce ozone every day are more actions by which individuals can make a difference. Take this month, and every month, to help Tulsa shine as a clean and healthy place to live. Burn Ban In Effect for Tulsa

Monday, April 4, Tulsa County Commissioners passed a resolution creating a burn ban in Tulsa County for the next seven days. After seven days, Tulsa County Commissioners will meet to assess the need for another seven-day burn ban. With the burn ban in effect, the Tulsa Fire Department wants to remind City of Tulsa residents that any kind of outdoor burning is strictly prohibited. In the City of Tulsa, there is a minimum $220 fine for burning. This includes: outdoor grills, fire pits, chimineas, outdoor fireplaces, camp fires, trash burning, etc. The Tulsa Fire Department also wants to remind citizens to not throw cigarette butts outside, but properly dispose of burning cigarettes. The burn ban overrides any previously issued burn permits. Permits will be reissued at no cost once the burn ban is lifted. The Results Are In

For the first time in the history of Tulsa city government, we conducted something every business knows is a good practice: a survey of our customers for their views on the performance and effectiveness of city government services. Thanks to the support from the Tulsa Community Foundation, the highly acclaimed Shapard Research firm asked citizens what they think about and want from their city. More than 1,800 households all across the city answered more than 100 questions about Tulsa.
The result of the citizen survey showed that 51 percent of Tulsans surveyed believe we are headed in the right direction compared to 26 percent who do not. This two-to-one margin gives me great hope that the policies laid down in 2010 will provide a solid foundation as we move forward.
Other survey results are very encouraging:
- 77 percent have a positive perception of Tulsa as a place to live; 65 percent were satisfied with the appearance of the city; 75 percent are satisfied with the appearance of our parks;
- 75 percent support the KPMG initiatives and the benefit potential it holds; 70 percent support the spending proposals I intend to pursue in this next budget; 77 percent feel proud to be a Tulsan; and 78 percent want to start developing the river.
This direct feedback will be invaluable in our planning and responding to what Tulsans want for their city.
There are great opportunities that will come from this survey because it is truly a grassroots report.
This is what makes it so powerful and so likely to succeed.
When we began to plan for this survey it started with a simple question: "If you had 15 minutes alone with the mayor, what would you tell him was important for Tulsa to continue to be the great city it has always been?"
We asked, you spoke, we listened.
Now the action begins.

Plan for Events This Week

Beginning this week, Tulsans can expect to see a higher traffic volume due to St. Patrick's Day events and the upcoming NCAA Tournament.
With the influx of people in the downtown area, citizens who travel downtown can expect to see road closures for special event tents near the BOK Center and in the Blue Dome District.
Shuttle services will also be running more frequently, with longer hours than normal to accommodate NCAA fans throughout the weekend.

Tulsa Parks To Open Pools This Summer

Tulsa Parks is already making summer plans and will open five pools this summer, the same number and the same pools as in 2010.
These pools are located at McClure, Reed, Lacy, Whiteside and Berry parks.
Admission fees to the pools will also be the same as 2010.
To physically prepare a pool for opening and to hire lifeguards, decisions on which pools to open are made in the late winter and early spring.
"While budget dollars haven't changed much since a year ago, we are making plans to make sure pools get open," says Lucy Dolman, Tulsa Parks Director. "Additionally, we have three more water playgrounds this year than 2010, plus one we're working on now. These playgrounds are very popular with children, are open longer, and are much more affordable to maintain."
Since 2010, three water playgrounds have been built at Maxwell, Chamberlain, and Owen. A fourth will be constructed at Whiteside. Funding for water playgrounds comes from 2001 and 2006 Sales Tax and Vision 2025 funding.
Applications for Lifeguard positions, as well as Summer Day Camp Leaders, are now available.

Red Maple -- Bring color to your landscape year-round. Green stems turn red in winter, new leaves are red-tinged, turning to green. Fall color is deep red or yellow. Flowers are also red. Fast growing and tolerant of many soils. Grows to 40' to 60', 40' spread.

Swamp White Oak -- Can grow between 60-75 feet tall and is found in lowlands, along edges of streams, and in swamps subject to flooding. It is rapid growing and long lived, reaching 300 to 350 years. Many kinds of wildlife eat the acorns, particularly ducks.

Northern Red Oak -- Bristle-tipped leaves turn red in the fall. The leaves have 7 to 11 waxy lobes. A good street tree, tolerates pollution and compacted soil. Grows as much as two feet a year for 10 years. Grows to 60' to 75', 45' spread.

Medium-Large Shade

Eastern Redbud -- Rosy pink flowers appear in April. Reddish-purple leaves change to dark green, then to yellow. Forms a spreading, graceful crown. Full sun or light shade. Partial shade preferred in windy, dry areas. Grows to 20' to 30', 30' spread.

Flowering Cherry -- The tree that made the Macon Cherry Blossom Festival famous. Fragrant, white-pink flowers; oriental branching pattern; glossy bark; dark-green leaves. Likes full sun, well-drained soil. Grows to 40' to 50'

Dogwood -- An excellent landscape choice in all four seasons. Flowers are showy in spring. Leaves turn red-purple in fall. Glossy red fruits attract winter songbirds. Likes partial shade; moist, acid, well-drained soil. Grows to 25', 25' spread.

Evergreen
Loblolly Pine -- One of the fastest growing southern pines, this tree is used as a quick-screen in many landscapes. This North American native has dark green needles and narrow, red-brown, often-paired cones that are three to six inches long. Grows in a wide variety of soils and is drought tolerant. 60'-100' height with 25-35' spread.

More 3-Gallon Trees Heading to Tulsa

Thanks to another generous grant from theApache Foundation, Up With Trees, Tulsa urban forestery non-profit, will facilitate giving away 5,000 more flowering deciduous and evergreen trees for area non-profit faith-based properties. Additionally, responsible individuals who agree to plant and properly maintain trees may receive up to 4 trees per household for a $20 donation.

Up With Trees will host "Tree Care" classes (space is limited, see below for details) for those who'd like to learn more about tree planting and maintenance.
These 3-gallon trees are to be planted in the "Greater Green-country" Area to help make Oklahoma communities more beautiful and healthier places to live. Please note that trees are available on a "first-come, first-served" basis. Those requesting trees must fill out the "Tree Request Form" in it's entirety (see below), and turn it in to an Up With Trees staff member or volunteer upon tree pick up or delivery.

Thanks to the Apache Foundation’s Tree Grant Program, Tulsa and surrounding area organizations have been able to plant trees on their properties that have not only enhanced their landscapes, but provided shade, cleaned particulates from the air, produced oxygen, harbored birds and other wildlife, reduced noise, store carbon, and prevented soil erosion.

Crews Patching Potholes; Trash Collections Back to Normal

After almost two weeks of working around the clock to remove snow from Tulsa streets, the City of Tulsa's street maintenance crews resumed normal schedules this week and began patching potholes.
About 150 Public Works employees were engaged in removing snow and spreading salt on Tulsa's streets. About 40 of those employees are from the Street Maintenance section and are now patching potholes.
Potholes are a year-round problem, but usually increase dramatically after snow and ice storms and extremely cold weather. The freeze-and-thaw of moisture on and in the pavement enlarges cracks and accelerates the formation of potholes.
Citizens are encouraged to report potholes, especially larger or deeper potholes with the potential to cause damage to vehicles or create hazards for motorists. Potholes can be reported online and providing information about the pothole location. Potholes can also be reported by calling the Mayor's Action Center at 596-2100.
Trash and recycling collection crews for the City of Tulsa and its contractors also resumed normal collection routes this week. Any customers who's trash was missed during the snow storms can put their items out on regular collection days to be picked up.

Hopefully the economy will encourage a move into the dream home we’ve planned for, or to at least get started toward the larger home we need for our growing family. Any move always takes us to a new location across town, or a new neighborhood in an entirely different city.

However, no move should be undertaken until everything important to you has been explored.

Moving from one state to another, we took a long week-end several times to look for a home. Having children, among the first things parents think of is (1) are the schools adequate? Are they neighborhood schools? Then (2) is this house in a low to nil crime rate area? Even these two questions may make us look at other neighborhoods before settling on any one house.
Getting the school situation well in hand, another thing to consider is the (3) fire rating. This can make a huge difference on yearly insurance premiums, if indeed there is a source of water close by or is the house in an all-volunteer fire department area.

Being from the family of a paramedic, we think in terms of (4) is the Ambulance service timely and efficient for this neighborhood?

One of the most important things to me in the moves we’ve had to make with our growing family, among those already mentioned, is the (5) church. If a family has a preference for a certain church, the availability of that church or one like it should be checked.

(6) Is there a neighborhood association or neighborhood watch. This would also bring up association fees if there are any.

(7) One thing of importance to any home owner is the appearance of the neighborhood as a whole. Are there cluttered yards? Are there rules against junk cars being parked along the street? Do people care about the appearance of their homes to passersby? Like a well groomed yard.

Remember our home may be the largest in the neighborhood, and if the neighbors are great, we can be happy in our home. If on the other hand, there is a gang living a few streets over, no house feels safe if danger is lurking at our door. Also I will add here a note of significance, is the neighborhood a mixture of homes with apartments? If it isn’t too late, find another home that is strictly in a single family dwellings area.

There is much to be said about our neighborhood and feeling safe even if we do not know everyone on both sides of the street.

Tulsa's New Vision: What's Happening in 2011

Last year will be marked as the beginning of a new vision for the City of Tulsa.
The "seeds" of this new vision were planted in 2010 and will begin to bear results in 2011 and should give citizens a new sense of confidence in Tulsa's future.

KPMG
This first-of-a-kind review of the entire operation of City government was completed and will begin to be implemented making City government more responsive, cost effective and customer orientated. The challenges which government faces today must be met with a new form and purpose of government.

PLANiTULSA
The first update of the City's comprehensive plan in 30 years will begin implementation. Two main objectives in 2011 as first steps include: hiring a director of Planning to oversee that the strategies and recommendations are implemented in a timely, organized, and coordinated manner; updating the zoning code so that those recommended uses of land and space have a sense of balance, flexibility, livability, and opportunity.

Energy Master Plan
The City of Tulsa's first Energy Conservation Master Plan will be completed. Spanning across dozens of facilities and public improvements, the plan will identify where energy usage and costs can be conserved, where alternative types of energy can be used, and where capital energy improvements will provide the sustainability of public assets.

Arkansas River
For the first time since October of 2007, serious talk and movement on development of areas along the Arkansas River resumed. Early in 2011 an RFP will be issued for approximately 100 acres on the west bank of the river. Also in 2011 will be the start of the dialogue with the government leaders of the other river cities on the creation of a river development authority.

Taxes
The push to collect the sales and use taxes destined for the City of Tulsa will continue. With both a pending lawsuit to allow local collection as well as pending legislation to return the option to cities, this is the life blood for the City. Early in 2011 new private auditors approved by the tax commission will be allowed to audit local business for payment compliance.

Municipal Finance Task Force
With the Municipal Finance Task Force issuing its 13 recommendations in December, the start of the next legislative session in February will see several bills introduced by Tulsa that provide the City with fiscal options, flexibility, and opportunities to stabilize our fiscal house.

Citizens Survey
For the first time, a comprehensive citywide citizen's survey was launched in December. Over 100 questions on all aspects of city life in Tulsa is being asked of nearly 2,000 households. When the results are received in early 2011, a new plan of action, transparency, and accountability will be prepared.

Small Business Ombudsman
No business is more important to the economic health of Tulsa than the small business. Yet the size of government and its abundance of red tape can strangle the small business owner to death. To provide the responsive guidance which a small business needs getting through the maze of government regulations, a new, first-of-a kind Small Business Ombudsman position was created in 2010.

City/County Collaboration
It matters little to the citizens which government provides which services. All of the services are paid for by the same taxpayer. Up until recently, there was no recognizable relationship with the elected leaders of Tulsa County. That changed in 2010 with the issuance of an executive order creating the City County Collaborative Advisory Committee. In 2011, the leaders which will compose this committee will begin the exploration of partnerships and joint ventures.

IBM
Late in 2010 the City of Tulsa applied for one of the 50 IBM Smarter Cities Challenge grants. Tulsa's request is for IBM support to determine the competitive challenges Tulsa faces against its peer cities in the development of businesses and the creation of jobs. Tulsa should know in early 2011 if it is selected for one of these awards.

Each of these pieces of the new vision was developed in 2010 even as we battled the worse recession in our city's history. As dark as those days appeared, a vision for a better Tulsa is at hand.

Get Lean Tulsa for 2011

Tulsa Recycles Adds New Item in 2011

The City of Tulsa is now accepting aluminum and steel food cans as a new recyclable for 2011.
Those Tulsans who subscribe to City of Tulsa's recycling program may begin adding aluminum and steel food cans to their recycling items.
These cans should be rinsed thoroughly before adding them to other recyclables for pick up in the provided green 'Tulsa Recycles' bin.
Items accepted for recycling by the City of Tulsa include: aluminum; #1 and #2 plastic bottles with the lids removed; and clear, brown and green glass.
Please continue to place paper and newspaper in a separate container or bag to minimize the contamination of the paper by liquids.
To assist the contractor, recycling subscribers should continue to set recyclables at the curb by 6 a.m. on the scheduled collection day using the green 'Tulsa Recycles' bin.
If recyclables have not been collected by the end of the work day, or 6 p.m., please notify the City of Tulsa at 596-2100 (Mayor's Action Center) or 596-9777 (Recycling call line).

Sales Tax Rebate for Fix Our Streets

For the next four years, eligible Tulsa residents may receive $25 rebates for sales tax from the 2008 Fix Our Streets package. The first rebates will be distributed in 2011*, according to eligibility in 2010.
Residents must submit applications to the City of Tulsa each year to receive a rebate. Applications for the first year's rebate are due by April 15, 2011.

Tulsa is Moving "Fast Forward!

The Tulsa Forum is a televised program featuring a discussion on various topics affecting our city and local government.
As part of the audience, you will participate by submitting written questions about law enforcement, crime prevention, crime watch programs, statistics or anything related to public safety that is of interest to you.
You would be an important contributor to this forum, which is has the theme of “public safety.” Police Chief Chuck Jordan, Crime Commission Director Carol Bush and Tulsa County Sheriff Stanley Glanz will join me on the panel.
The audience will participate by writing questions and submitting them to a moderator. Selected members of the media also will ask questions of the panel.
The program, which is recorded live-to-tape, will air at a later date in November to be announced.

The police and the code enforcement officers will be working to ticket or tow those parking illegally during the Fair. Neighbors should not hesitate to contact the police if they see violations. On Sept 19th the City mailed letters to neighbors in the northern part of the neighborhood outlining parking violations.

Water line break today at 2200 S. Harvard Ave. :
Two lanes closed, some businesses out of water

A 24-inch water line broke at 2200 S. Harvard Ave. at about 1 p.m. this afternoon (Thursday, Sept. 16).

City Water Distribution personnel have begun to repair the break, which caused pavement to buckle in the northbound lanes of Harvard Avenue. Traffic has been moved to the southbound lanes, with one lane open in each direction.

Seven businesses between 2200 S. Harvard Ave. and 2400 S. Harvard Ave. are without water service until Friday afternoon, Sept. 17. No residences are affected.

Once the water line has been repaired, a contractor will repair the street. The street repair will take about a week, and all lanes will be reopened by Friday, Sept. 24.

A Letter From Maria Barnes

I wanted to take the time and let you know that, even though it sounds as though nothing is getting done at City Hall, we are working every day to make District 4 and the City of Tulsa a better place. I know that newspaper articles and TV news stories make it seem as if this City is not moving forward. When you have financial strains in any family, group, or organization, someone will not be happy with the decisions that have to be made. The City of Tulsa will make it past these tough times, and I know that progress is being made in District 4, despite the City’s financial troubles. Just to let you know, these are the things that I have worked on since you put me in office eight months ago:

· We passed a budget that reduces spending for the City, while restoring services that had been cut in the last budget.

· We revived LIFT program after budget cuts limited service hours to 5:00 p.m., with no Saturday service. Now the LIFT is back in service until 8:00 p.m. and on Saturdays.

· I organized meetings with District 4 hospitals and neighborhood association leaders, to get a dialog started on hospital expansion plans.

· I initiated and hosted a meeting with the Day Center for the Homeless and the neighborhoods around the proposed Hudson Villas.

· I hosted two town halls meetings.

· I hosted a meeting for the Refuse and Recycling Task Force, to get out the word and to receive input on the upcoming trash and recycling contract.

· I hosted a PlaniTulsa meeting, to inform my constituents of the comprehensive plan update.

· I worked with the local merchants and secured Council approval for road closures for the Cherry Street Farmers Market on Saturdays.

· I lobbied for two more parking enforcement positions, which are included in this year’s budget.

· I have helped in establishing an honorary street named for Leon Russell, with the goal of encouraging recording studios in Tulsa to create a “studio row” on 3rd Street.

Currently, I am actively working on:
· Changing the parking policies downtown, to make them fair and equitable, and to ensure that the parking meters are installed and functioning.

· Changing the City’s donation policy, for a more transparent and open local government.

· Establishing guidelines for the disposition of City-owned historical properties, to take historical values into account, in addition to financial considerations.

· Initiating small area plans, to begin implementing PlaniTulsa, and to give neighborhoods a voice in community development.

And I want to do more. I need you to let me know what you think I should be doing for the betterment of District 4 and Tulsa. Nothing is too small or too big. I can’t promise that I will be able to do everything, but those things that I am able to make happen, I will. Please feel free to pass this on to your friends and neighbors and let them know if they would like to receive future emails from me, to email me back and I will put them on my list.

Are You A Good Neighbor?

We all have neighbors that we could really do without, right?
You know the people that I am talking about…
It might however surprise you that to someone else YOU are one of those people that they just can’t stand to have as a neighbor.
So, you might be wondering how you know if you are one such person. Funny you should ask as I find myself in the same predicament. So, after a bit of soul searching and digging in my memory I came up with the following 50 signs that you are a bad neighbor:

Pets – Nobody has an issue with you having a cat or dog, usually if something comes up it is more how you are taking care of the pet or not that becomes an issue like:
You let your dog out of the house late at night or early in the morning and they bark a lot (and loudly).
You let your dog out and don’t quickly let them back in so they scratch and scratch at your door (while barking loudly).
You let your dog go to the bathroom in your yard and don’t clean up (so your yard is a mine field).
You walk your pet but don’t keep them on a leash.
You let your dog or cat roam the neighborhood (because “everyone loves them”).
Your dog has a problem with biting yet you tie them up outside your home for extended time periods.
You let your dog dig holes in your yard making it less than attractive which reflects on the neighborhood.
Your dog is outside so much the grass is worn down from their chain dragging back and forth as they run and bark at people passing by.
You don’t clean up after your dog when they go to the bathroom in your neighbor’s yard.
You let your cat or dog fight with other pets in the neighborhood.

Kids – Who doesn’t love the sound of kids playing and having a good time in the neighborhood? Well you might be surprised… In general it’s not a problem but watch out if you allow one of the following:
You let your kids TP or “egg” other houses in the neighborhood (yes, even if it is one of their “friends”).
You let your kids run wild outside with no apparent adult supervision.
You buy your kids three wheelers, go carts, mini bikes, and other loud and annoying toys and then let them go wherever they please as long as they stay close to home.
You let your kids buy fireworks and allow every Saturday night to be the 4th of July.
You let your kids have lots of parties (even if it’s not on a school night).
If you buy your child all the best toys and then they run around the neighborhood bragging to other kids (usually resulting in those kids pestering their parents for the same type of gifts).
If you let your kids play basketball in the driveway late at night or early in the morning (especially on the weekends).
If your kids leave toys in the neighbors yard all the time….

Yard – Everyone understands that working in the yard is not a lot of fun, but it is important to the overall look of the neighborhood. You could find yourself in trouble with the neighbors if you do one of the following:
You are always late mowing your yard so the grass is always long and always results in you needing to rake.
You always mow your lawn late at night or early in the morning (… that also goes for trimming).
In the Fall if you never rake your leaves because they will naturally decompose.
If you don’t take care of dead grass or yellowing grass in your yard.
If you let your bushes and trees die and never remove or replace them.
If you park 10 cars in your backyard and run a private car dealership or junkyard (whichever you prefer to call it).
If you let your yard get over-run by weeds (yes dandelions included they aren’t pretty yellow flowers).
If you always water your yard (even after weeks of rain).

House – Just like with your yard there are basic expectations that need to be met with your home as well to keep you in good standing with the neighbors.

You could have issues if you…

NEVER, ever wash your windows and it’s clear that they are covered in dirt and other grime.
If you don’t keep your house paint looking decent (if it is chipping, repaint).
If you never wash your house or if you don’t know what power washing your house is… you might have a problem.
If you leave your Christmas lights on your house all year long, people will NOT admire your holiday spirit.
If you like to talk to neighbors about how much bigger/better your house is than their house (give us a break, we know you are awesome).
If your home alarm system goes off ALL THE TIME, you will eventually annoy your neighbors and they won’t come check on you.

Random – There are some other things that can make you a less-than-desirable neighbor that you may or may not appreciate knowing like:
If you park an RV, boat, and five cars in a driveway that is meant for a max of 3 cars.
If you ALWAYS park in the street right behind your neighbor’s driveway.
If you have tons of parties at your house and all your friends park in the street blocking the neighborhood.
If you have LOUD, I mean LOUD parties (even if they are rare).
If you argue a lot with your spouse or yell at your children a lot it tends to make you less popular with the neighbors.
If you like to pull pranks or practical jokes a lot on neighbors it could get old (flaming dog poo, etc.).
If you burn leaves and or other things in your yard (who does that still, seriously…)
If you have a yard sale or garage sale every week (that’s considered a retail shop at that point)

Tulsa Under Excessive Heat Warning

The National Weather Service in Tulsa has issued an excessive heat warning. Temperatures combined with very high humidity will result in dangerous heat index values between 105 and 115 degrees over the next several days.

Residents are cautioned to drink plenty of fluids, stay in an air-conditioned room, stay out of the sun and check up on relatives and neighbors.

Symptoms of heat exhaustion include:

Heavy sweating
Weakness,
Being dizzy and vomiting
Fainting spells
Getting flushed
Fast heartbeat

Operational strategies to address emerging real-time crime trends throughout the city’s neighborhoods are discussed and reviewed by TPD staff at these meetings. While these working operational meetings are open to the public, the floor is not open to public discussion during the individual sessions. Tulsa Police staff, however, will be happy to answer questions before and after the meeting and during breaks as needed. TPD staff may also address the floor during the sessions regarding questions that are submitted during these breaks.

These meetings are an excellent opportunity to address the individual needs of your community and provide much-needed insight into issues that may be unique to your neighborhoods.

Citizen CPR and Tulsa Parks are teaming up to offer free training in CPR (cardiopulmonary resuscitation) again this year at Tulsa Parks recreation and community centers.
Thanks to the American Heart Association and EMSA, we are able to offer free classes in “CPR Anytime” and “Family First Aid for Children.”
You will learn:
¨ Basic CPR for victims ages infant to adult
¨ How automatic external defibrillators (AEDs) work
¨ Basic First Aid responses for choking, allergic reactions, seizures, various injuries, bites,
stings and poisoning

Hi Neighborhood Association!

Hopefully this will alert people to be on the watch for suspicious people in our neighborhood.

I wanted to warn the neighborhood to be on the watch for car thieves! My 2008 black 4 door Dodge Avenger was locked in my driveway and was stolen last Friday night or Saturday morning, June 4 or 5, 2010. T

he police found my car yesterday at 5600 E. Admiral and it was stripped. I went to Storey Wrecker last night to see it and was just heartbroken.

I always have my car in the garage, but I just got a new sofa and the old one was in the garage waiting for someone to come pick it up. Needless to say, my alarm is armed at all times now, both storm doors are locked and when I do get another car, it will be in the garage again.

Last summer I had a bicycle stolen out of my backyard. This is my second occurrence, so needless to say this is very sad for me and for my neighbors. I thought I was in a pretty safe neighborhood when I purchased the house in January, 2008, and want to continue living here except without fear.

My house is on 21st Place near Pittsburg.

Please help me get the word out.

Lortondale has been working with the Hoover Neighborhood and Community of Hope church to put together a Community Garden located behind Community of Hope's main building.

Oklahoma Department of Environmental Qualityhas declared an Ozone Alert! for Friday, May 28, 2010in the Tulsa Metropolitan Area
Persons with lung or heart disease should be aware that increased pollution may cause them to experience adverse health effects. Ozone affects people differently.
Symptoms include chest pain, coughing, sneezing, nausea, headache and pulmonary congestion. Active children, adults and especially people with respiratory disease such as asthma should limit prolonged outdoor exertion.

Take Action on Ozone Alert! Days
Leave your car at home. Walk, bike, carpool, ride the bus or telecommute.
Avoid long idle times. Walk in rather than drive thru.
Postpone refueling. Wait until evening or not at all.
Postpone mowing and using other gas-powered lawn tools.
Postpone errands. Do them another day.

Take Action All Summer Long
Drive less. Leave your car at home one day a week. Try walking, biking, carpooling, riding the bus or telecommuting. Log your miles at www.green-traveler.org.

VOLUNTEERS FOR MOWING & OTHER TASKS SHOULD CONTACT MAYOR’S ACTION CENTER
Some 73 groups and individuals have responded to the City's mid-April call for volunteers to help with mowing, graffiti removal and other projects throughout Tulsa.
Crews have helped spruce up City cemeteries, mowed in parks and in medians and rights of way and helped remove or paint over graffiti on public and private properties.
Any groups or individuals wishing to volunteer to do any work on City of Tulsa property should call the Mayor’s Action Center, 596-2100, or complete the online “general contact” form which can be found on the city’s website at:

The City has worked with volunteers for many years on clean-up projects and on efforts like the “Paint the Town” campaigns. Eagle Scout candidates and Boy Scout troops, church groups, school groups and others have performed many tasks like landscaping and flower planting on public properties

It is important that City managers and employees are aware when work is being performed on City properties or facilities. While volunteers for mowing and clean-up and other work are welcomed, it is important that such efforts don’t conflict with other activities or uses of the properties.

In April the City began trying to coordinate the efforts to make it more organized. The Mayor's Action Center, Public Works, Parks & Recreation and the Working in Neighborhoods Departments are working together to identify tasks that can be done by volunteers.
Since the announcement of the program in mid April, 43 groups have volunteered for mowing in neighborhoods and along streets, five have volunteered for mowing in city parks, and 25 have volunteered for graffiti abatement in neighborhoods and commercial areas.

Volunteers for mowing must have their own equipment. Public Works can provide paint and other supplies for graffiti removal.

April is National Child Abuse Prevention Month

In a news conference last week, First Lady Victoria Bartlett, joined by Jim Bender, Parent Child Center Board President and Desiree Doherty, Executive Director of The Parent Child Center of Tulsa, declared April as National Child Abuse Prevention Month in Tulsa.
"April is devoted to celebrating everything we can do to transform our community into a place that cares about and actively supports families and children. I appreciate and acknowledge the dedicated efforts of The Parent Child Center of Tulsa at preventing child abuse through education, treatment and advocacy. A safe and economically strong community starts with childhood and grows from there," said Victoria Bartlett.
According to the Oklahoma Department of Human Services, an estimated 108,289 children were alleged to be victims of child abuse in 2009, with 8,605 children confirmed. Dr. Robert Block, chairman of the University of Oklahoma College of Medicine department of Pediatrics estimates the annual cost of child abuse and neglect to Oklahoma is more than $270 million. Each year, nearly 1,000 Tulsa County children are treated on an outpatient basis for child abuse and neglect. An additional 200 children are hospitalized.
Desiree Doherty, Executive Director of The Parent Child Center of Tulsa said, "Every day I see the results of failing to stop child abuse. Children suffer physically and emotionally, families are torn apart, and society as a whole is degraded. That is why our agency's mission is to help educate the community on the value of preventing child abuse. Here in Tulsa our children make up 25 percent of our population but they are 100 percent part of our future. Let us commit ourselves to protecting and nurturing the children we love, and caring about our community's children who are at risk."
Bank of Oklahoma sponsored last week's news conference. At the conclusion of the event attendees tied blue ribbons on a tree set up in the Bank of Oklahoma Tower lobby as a community pledge to honor and cherish the children in their lives during National Child Abuse Prevention Month.

Bulky Waste Service

To arrange for curbside pickup of large household-related items such as furniture and appliances, call 596-9777.
Construction or demolition debris, excess yard waste, trees, stumps and automobiles are not accepted.
Have your bulky waste item out within four feet of the traveled portion of the road by 6 a.m. on the day pick up is scheduled.
Your item should be accessible from the road, and should not be obstructed by trees, power lines, parked cars, etc.

Greenwaste Site

The City of Tulsa offers a YARD WASTE DROP OFF service free to Tulsa residents.
Tree branches, grass clippings and leaves are accepted. A current driver’s license with a Tulsa address must be presented to site monitors in order to waive charges. Commercial and Non-Tulsa Residents can also drop off yard waste for a small fee.
You can pick up an unlimited amount of FREE WOOD CHIPS by visiting the City of Tulsa’s Greenwaste site.
Mulch helps control weed and plant growth without the use of herbicides in gardens and ornamental planting areas. It can also help conserve soil moisture and keep soil temperatures more moderate during extremely hot and cold weather.
FREE FIREWOOD and a cutting area are available at the current wood chip site at 10401 E. 56th St. North. Those who cut wood at the site must bring their own tools.
The City of Tulsa’s Greenwaste site is located at 10401 East 56th Street North (one-half mile west of Highway 169 on 56th Street North), is open seven days a week, 8 a.m. to 4 p.m. (excluding City holidays.)

Two Events Help Tulsans Clean Up Tulsa

The Metropolitan Environmental Trust is helping with the Clean Sweep effort this year by supplying bags and gloves to anyone who would like to participate. You can pick up these supplies through April 30 at six Tulsa Park Community Centers: Lacy, McClure, Hicks, Reed, Whiteside and Centennial.
In addition, you can register any group cleanup events through our Working in Neighborhood Department neighborhood liaisons. Call Raquel Dawson, 596-7217 or Cassandra Love, 596-5623 to register.
Also, this weekend is the semiannual Fairgrounds Pollutant Collection event, from 10 a.m. to 3 p.m. at the Tulsa County Fairgrounds. Enter at Gate 7 - 15th and Sandusky. You can bring hazardous residential waste, including oil-based paints and cleansers, batteries, pesticides, and so forth to this event. Citizens from Bixby, Broken Arrow, Claremore, Collinsville, Coweta, Glenpool, Jenks, Owasso, Sand Springs, Tulsa and Tulsa County may drop off pollutants for free. The City of Tulsa's Quality Assurance section of the Public Works Department's Environmental Operations Division and the Metropolitan Environmental Trust work together to provide this event.

Mark Your Calendar for Free Landfill Days

Free Landfill Days for Tulsa utility customers are scheduled Saturday, April 17 and Sunday, April 18 at the Quarry Landfill, 13740 East 46th Street North.
The Quarry, located on 46th Street North approximately 1-1/2 miles east of U.S. 169, is open from 7 a.m. to 3 p.m. each day.
Tulsa utility customers can dispose of unwanted items, with some exceptions noted below, on those days. Participants must show a City of Tulsa utility bill or a driver's license with an address within the Tulsa city limits in order to be admitted to the landfill.
No items containing Freon refrigerant will be accepted (air conditioners and refrigerators). There will be a $2 fee for each discarded tire, which covers state fees for disposal and recycling of tires.
Loads in trucks and trailers should be secured and covered to prevent contents from blowing out onto roadways and creating traffic hazards.
Please note that there are two landfills on East 46th Street North.
Look for the Quarry Waste Management, Inc. signs.

An update from a nieghbor (thanks Sandi!) on last night's Trash Dist, 4 meeting:

The Tulsa Trash contract will be up for bids in 2012, but TARE need a lot of input for council & state info.
So they are having district meetings to get feedback from the public on these main concerns--
1)How often should trash pick up be? size of bins?
2) Recycling--bins?, frequency? and
3)Yard waste (same concern).
Had some good discussion groups, and some of the best trash programs of other cities were presented.
The general consensus seemed to be--Once a week pick up in the size trash can of your choice that would coincide with your trash cost. Recycling trash can also once a wk. pickup (cost would be the same whether you use it or not), and Yard waste in biodegradable bags with a charge per bag.
Other concerns were mentioned such as large yard waste (i.e.branches) and large boxes, etc. After TARE gets all the info and rough draft ready--there will be time for more public input. They plan to address all issues.
Right now only about 3-5% of trash in Tulsa is recycled.
We're behind in these areas compared to other cities for sure.

Refuse and Recycling Task Force Meeting

Waterline work to close Fourth Street west of Sheridan Road on Thursday, March 4, and part of Friday, March 5

New waterline construction on the west side of South Sheridan Road will close East Fourth Street west of Sheridan on Thursday, March 4. The road will reopen on Friday afternoon, March 5.

This is part of a street rehabilitation and waterline replacement project on Sheridan Road between East Admiral Place and East 21st Street. Other lane closures include one northbound lane and one southbound lane on Sheridan Road from Admiral Place to Sixth Street.

The Oklahoma Department of Transportation has contracted with Becco Contractors Inc. for this $4,374,894 project. Completion is scheduled for May 2011.

This project has received funding through the American Recovery & Reinvestment Act of 2009. Street maintenance for Sheridan Road between Admiral Place and East 11th Street was approved by voters in the 2005 Bond Issue. Voters also approved work on Sheridan Road between East 11th Street and East 21st Street in the 2006 Third Penny Sales Tax.

BRIDGE Networking Event

Census Workers Still Needed

Up to 1,500 more workers are still needed to assist with the 2010 Census in the Tulsa metro area. Census takers work evening and weekend hours and are temporary, part-time positions. These workers will receive training and an hourly wage. Census takers must have their own transportation and will be reimbursed for most travel expenses. Call 1-866-861-2010, or visit www.2010censusjobs.gov for more information about available positions, to take a practice test, or to apply for a job.

Census 2010 will officially begin March 1. Following that day, the Census Department will deliver or mail the survey to all residents of the United States. The 10-question survey should take only a few minutes to complete. Households are asked to complete and mail back their responses upon receipt. All residents should return the survey no later than April 1, 2010, Census Day. Census workers will visit households that do not return their forms to take a 'count' in person.
In addition, Census information centers will be set up around the Tulsa community to assist those who did not receive a survey by mail or who need assistance filling out the questionnaire. E-news will keep you posted on the location of those centers.

Tulsa Parks Hiring for Summer Pools

It's not too early to be thinking about a summer job and Tulsa Parks has lifeguard positions available. Committed to providing a safe and enjoyable pool experience for the citizens of Tulsa, Tulsa Parks annually hires 45 - 60 individuals for lifeguard positions. There are also a limited number of pool manager positions available.

Designated pools will open this summer with the annual "Beach Bash" pool party on June 5 at McClure Park Pool. To lifeguard at a City of Tulsa - Tulsa Parks pool, an applicant must be 16 years of age by May 29. Those interested in attending Tulsa Parks' Lifeguard Certification classes can e-mail RFreiner@CityofTulsa.org.

The next class begins February 26 for two consecutive weekends, totaling 32 hours. Enrollment space is limited. A lifeguard applicant can also get certified through the YMCA or American Red Cross. Anyone who is already certified may apply for a position now.

Transportation Advisory Board Meetings

Feb. 9 and 16, Transportation Advisory Board Meetings:

The Transportation Advisory Board invites the citizens of Tulsa to attend public meetings in each of the nine City Council districts.
This new board, which began meeting in April 2009, is using these meetings to introduce itself to the community.
The board would like to receive citizens' comments about transportation in the city of Tulsa. Citizens also can receive information about transportation capital improvement projects.

Please note the following dates and times for the next Transportation Advisory Board public meetings:
Tuesday, Feb. 9, from 6:30 p.m. to 7:30 p.m. in Council District 3 at B.C. Franklin Park, 1818 E. Virgin Street.

Tuesday, Feb. 16, from 6:30 p.m. to 7:30 p.m. in Council District 4 at Central Library Aaronson Auditorium, 400 Civic Center (Fourth Street and Denver Avenue).

The Transportation Advisory Board has been commissioned to advise the mayor and City Council on all matters affecting land transportation in Tulsa including, but not limited to, streets and rights-of-way maintenance and construction, traffic engineering, mass transit, rail and trail systems. During budget preparation for the 2010-2011 fiscal year, the board will offer recommendations regarding efficiency of Tulsa's transportation system.

Members of the Transportation Advisory Board include Mayor Dewey Bartlett, District 1 Councilor Jack Henderson, District 2 Councilor Rick Westcott, Darrell Gilbert representing Council District 3, District 4 Councilor Maria Barnes, District 5 Councilor Chris Trail, District 6 Councilor Jim Mautino, District 7 Councilor John Eagleton, Al Unser representing Council District 8, Daniel Keating representing Council District 9, Brian Cullum from the construction industry, Tulsa Metropolitan Utility Authority Chairman Rick Hudson, Metropolitan Tulsa Transit Authority board member Phil Lakin, Tulsa Metropolitan Area Planning Commission member Keith McArtor, and Matthew Moshiri, construction engineer.

The Transportation Advisory Board meets on the first Tuesday of each month, at noon in the 10th Floor North Conference Room of City Hall at One Technology Center, 175 East 2nd Street. Meetings for the remainder of 2010 are as follows:
